List of programme courses in the academic year 2026/2027. 

Course materials are freely available as compendia on the RGSL intranet. Reading assignments mainly refer to materials in the compendia, articles in electronic format on the RGSL library portal, and books and other printed material available in the RGSL library.


 

Academic Requirements
Applicants must have an average grade of at least 7 out of 10 in their previous education diploma supplement (equivalent to ECTS grade C or higher).
 
English Language Requirements
Applicants must provide an English language proficiency at B2 level or higher.
The following internationally recognized English language certificates are accepted:
•         TOEFL iBT (Test of English as a Foreign Language): at least 4.0 (new 1–6 scale) or at least 72 points (0–120 scale)
•         TOEFL Essentials: at least 8 points
•         IELTS Academic (taken within the last two years): at least 5.5
•         CPE (Cambridge Certificate of Proficiency in English): at least 180 points
•         CAE (Cambridge Certificate in Advanced English): at least 160 points
•         FCE (First Certificate in English)/B2 First: at least 160 points (grade C)
•         PTE (Pearson Test of English) General: at least level B2
•         PTE (Pearson Test of English) Academic: at least 59 points
•         LanguageCert International ESOL: at least Communicator B2 level (written and spoken examinations)
 
Who Is Exempt from the English Language Test?
Applicants are exempt from submitting an English language proficiency certificate if:
•         They have completed their previous education in English
•         They are native English speakers
•         They have a centralized secondary education examination with English result above B2.

Please note that exemptions may not apply if English language proficiency is required for obtaining a temporary residence permit in Latvia
 
Additional Requirements for Applicants from Latvia
Applicants from Latvia must submit their results from the centralized secondary education examinations in:
•         Mathematics
•         Latvian
•         English

Ilze Rūse, Professor in International relations, Director of International Organizations and Human Rights Department at the Ministry of Foreign Affairs of the Republic of Latvia, former Latvia’s Ambassador to the Netherlands, Belgium and Luxemburg; PhD in Political Science from Salzburg University; teaches EU Policy and Diplomacy.
