A major work on European Union law has now become available to Latvian readers in their native language – Eiropas Savienības konstitucionālās tiesības. Ievads by Professor Allan Rosas, former Judge of the Court of Justice of the European Union, and Lorna Armati, Legal Adviser at the Legal Service of the European Commission.
The Latvian edition has been published by Tiesu namu aģentūra. It is a translation of the third edition of EU Constitutional Law: An Introduction, published by Hart Publishing in 2018. The translation was prepared by the Latvian lawyer-linguists of the Court of Justice of the European Union in cooperation with Judge of the Court of Justice of the European Union and Professor at Riga Graduate School of Law, Ineta Ziemele.
The purpose of the book is to provide Latvian legal practitioners with a deeper understanding of the development of the European Union legal order, its constitutional foundations, and the distinctive nature of the European Union. The authors analyse the internal logic of EU law, its historical development, and its future prospects, while explaining the characteristics that distinguish the European Union from both intergovernmental organisations and sovereign states.
In her foreword, Professor Ineta Ziemele emphasises that the book was chosen not only for its academic excellence but also for its style of writing. The authors explain complex constitutional and political developments through vivid analogies and understated self-irony, making sophisticated legal concepts more accessible to a wider readership. At the same time, the book encourages reflection on how legal scholarship can be written in a clearer, more comprehensible, and more engaging manner.
The new Latvian edition will serve as a valuable resource for legal practitioners regardless of their field of specialisation, as well as for students, academics, and all those involved in European Union policymaking and decision-making processes.
