Riga Graduate School of Law (RGSL) is happy to invite to an online discussion on “The administrative judge and individual liberties during a pandemic” on 23 April from 11:00 – 12:00 organised in cooperation with the Embassy of France in Riga.
The speakers of the event will be Bruno Lasserre, Vice-president of Conseil d’Etat, France, and Dr. Ineta Ziemele, Judge at the Court of Justice of the European Union. The event will give an opportunity to discuss the French and Latvian experience of these challenges in a time of pandemic.
Since the beginning of the Covid-19 health crisis, states have been required to adapt to an unprecedented situation and to take emergency measures to protect their populations. The impact of these sanitary measures are sometimes far reaching and the legal and policy responses developed by states to limit the spread of COVID-19 can affect a broad range of rights. The challenge of COVID-19 is also manifested in difficulties that judges may have encountered in not overstepping the bounds of their powers, in particular not encroaching on the political and scientific fields, despite the popular and media pressure that has sometimes been felt in this regard.
