How to apply to RGSL programmes

Admission requirements

Criteria for admission to RGSL Bachelor degree programmes:

  • Proficiency in English confirming at least level B2 or higher in accordance with the Common European Framework of Reference (CEFR):

TOEFL IBT (Test of English as a Foreign Language) - the required score is at least 550 points (for a computer test - 213; Internet-based test at least 72);
TOEFL Essential - at least 8 points;
IELTS Academic Test (not older than 2 years) - the required score is at least 5.5;
CPE (Cambridge Certificate of Proficiency in English)/C2 Proficiency: any level;
CAE (Cambridge Certificate of Advanced English)/C1 Advanced: any level;
FCE (First Certificate in English)/B2 First: at least level B;
PTE (Pearson Test of English) General: at least level B2;
PTE (Pearson Test of English) Academic: at least 51 point;
LanguageCert International ESOL at least Level Communicator B2 (Written and Spoken exams)

The results of the centralised English language examination (for reflective students from Latvia), which corresponds to at least the B2 level; 

Applicants who have acquired previous education in English or are native English speakers are exempted from taking Proficiency tests in English (unless it conflicts with the conditions for obtaining a temporary residence permit in Latvia).

  • Centralised examination results of the secondary general education from applicants from Latvia in Mathematics, Latvian and English.
  • The average grade in the diploma supplement corresponds to the ECTS level of C or higher (at least 7 points).
  • The results of the interview (if applicable).

Admission criteria for Masters programmes

  • All masters programmes are available to students who have completed a bachelor, masters or equivalent degree in law or a related field (on the condition that basic knowledge of law and corresponding work experience can be demonstrated).
  • For students with a three-year bachelor degree, options are limited to the two-year masters programmes.
  • Proficiency in English, confirming at least level B2 or higher in accordance with the Common European Framework of Reference (CEFR). For documents that confirm adequate proficiancy see section: “Documents”.

Application timeline

  • 20 July 2026 – general admission deadline for bachelor programmes.
  • 31 July 2026 – general admission deadline for masters programmes.

Countries and territories whose citizen passport holders do not require a visa to enter Latvia and stay in its territory for up to 90 days in any 180-day period, can be found here. 

Documents

Applicants to the Bachelor programmes are requested to submit the following documents:

  • A secondary education diploma and transcript. A legalized (or approved with an Apostille) copy of the diploma and diploma transcript with a notarized English translations if the diploma is issued outside Latvia or is not in English. 
  • Electronically signed Certificates of General Secondary Education for applicants from Latvia.
  • The passport/ ID card (page with photo and personal data).
  • Certificate of Proficiency in English. 
  • Achievements - academic and scientific, active participation in youth organisations, and other relevant activities. 
  • Motivation letter – write about yourself, elaborate on the choice of the programme, future perspectives and its connection with a degree, any specific interest of an area of research, your achievement overview and motivation to study, why you are a good candidate for this programme (max 2 000 characters). 
  • A copy of your passport and a passport size photo (the photo will be used for your student card in case of admission). 

Applicants to the Masters programmes are requested to submit the following documents:

  • A copy of your diploma and diploma supplement (grade transcript). A certified English translation must be provided if the diploma was obtained outside Latvia.
  • English language proficiency proof certificate with the required score at least 550 points (for a computer test – 213; Internet-based test at least 72); TOEFL Essential – at least 8 points; IELTS Academic Test (not older than 2 years) –at least 5.5; CPE (Cambridge Certificate of Proficiency in English)/C2 Proficiency: any level;  CAE (Cambridge Certificate of Advanced English)/C1 Advanced: any level; FCE (First Certificate in English)/B2 First: at least level B; PTE (Pearson Test of English) General: at least level B2;  PTE (Pearson Test of English) Academic: at least 51 point; LanguageCert International ESOL at least Level Communicator B2 (Written and Spoken exams)
  • Applicants who have acquired previous education in English or are native English speakers are exempted from this requirement (unless it conflicts with the conditions for obtaining a temporary residence permit in Latvia)
  • In exceptional cases, the proficiency proof can be substituted by an English proficiency interview. 
  • A motivation essay (in English) about the key motivators that have led the candidate to apply for the specific programme (max 2 000 characters).
  • A copy of your passport and a passport size photo (the photo will be used for your student card in case of admission). 

Online application

Online application form is available here and will take no more than 30 minutes provided you have all attachments prepared. The application form can be saved, re-opened and resubmitted as you wish.

Transfer to RGSL

Students may transfer to RGSL from other universities, also during the academic year.

Admission and recognition of course work already performed at other universities will be done on an individual basis, so as to facilitate the transition into the RGSL programmes.

The regular application form should be used for transfer admission.
